Government Formation Session – Order of Proceedings


10:30 AM – Arrival of MLAs

  • All elected MLAs shall take their designated seats according to party allocation.

  • U18 IAS Officers, Well Members, Secretary, and Assembly officials shall take their positions.

  • Attendance shall be verified.



10:45 AM – Announcement of Arrival of the Speaker

Assembly Secretary:

“Honourable Members of the Under18 Legislative Assembly, please rise.

The Honourable Speaker of the Assembly is arriving.

Please maintain silence and decorum.”



10:48 AM – Arrival of the Speaker

  • Speaker enters the Assembly Hall.

  • Members remain standing until directed otherwise.

  • Speaker takes the Chair.



10:50 AM – National Anthem

The National Anthem shall be played.

All members shall stand respectfully.



10:54 AM – Opening of the Assembly

Speaker:

“Order. Order.

The Under18 Legislative Assembly is now in session.”

“Today’s Order of Business is the formation of the Government.”

“Firstly, I congratulate every elected MLA present here today. The trust placed in you by your fellow under18s is both an honour and a responsibility.”

“From this moment onwards, you no longer represent only yourself. Your words, actions, attendance, behaviour, and decisions represent the thousands of citizens of your school constituency.”

“Every MLA is expected to uphold the values of leadership, responsibility, respect, integrity, and service.”

“Attendance at all official Government Sessions and constitutional meetings is mandatory.”

“If an MLA is unable to attend due to examinations, medical reasons, or exceptional circumstances, the School Collector/main IAS may temporarily represent the constituency until the MLA returns.”

“If an MLA remains inactive for sixty consecutive days without informing their party leadership and the relevant authorities of the Government, Service Commission, or Corporate Division, their position may be reviewed and recalled according to constitutional procedures, following which a replacement MLA may be elected.”

“I request all members to conduct themselves with dignity throughout today’s proceedings.”



11:00 AM – Beginning of Government Formation Process

Speaker:

“We shall now begin the official counting and verification process for Government Formation.”

“As your name is called, please stand and clearly state:

  1. Your Name

  2. Your School Constituency

  3. Your Political Party”

“Assembly Secretary, Well Members, and U18 IAS Officers may begin recording and verifying the declarations.”

“Officials may assist members regarding procedure, provided such assistance does not interrupt the flow of the Assembly.”

“Signed declaration sheets shall be collected and verified simultaneously.”



MLA Declarations

Speaker:

“Starting with Respected Vijay.”

MLA:

“I am Vijay, MLA from ABC School Constituency, representing the Future Party.”

Speaker:

“Noted.”

Secretary and Counting Team:

Declaration recorded and verified.



Speaker:

“Respected Radha.”

MLA:

“I am B, MLA from XYZ School Constituency, representing the Green Party.”

Speaker:

“Noted.”




Speaker

“Respected Ariana.”

MLA:

“I am B, MLA from XYZ School Constituency, representing the Green Party.”

Speaker:

(The process continues until all elected MLAs have declared.)



11:45 AM – Verification of Results

  • Secretary submits preliminary count.

  • IAS Officers independently verify the count.

  • Well Members cross-check attendance and declarations.

  • Coalition declarations, if any, are submitted.



12:00 PM – Announcement of Results

Speaker:

“The counting and verification process has been completed.”

“The total number of elected MLAs is ______.”

“The majority mark required is ______.”

“The party-wise strength is as follows:

  • Future Party: ______

  • Green Party: ______

  • People’s Party: ______

  • Independents/Others: ______”



If a Party Has a Majority

“The ______ Party has secured the confidence of the majority of the Assembly and is hereby invited to form the Government.”



If No Party Has a Majority

“No party has secured a majority. The Single Largest Party is [Party Name].

In accordance with the TheUnder18World Constitution, all political parties are hereby granted a period of four days to onboard new school constituencies and submit updated MLA lists.

Should no party attain the majority mark at the end of this period, an additional two days shall be provided for negotiations and the formation of coalition governments.

Political parties are encouraged to identify suitable coalition partners and work towards forming a stable government that can effectively serve the people.

Any coalition agreement must be submitted before the end of the second day of negotiations.

If no party establishes a majority within the prescribed period, the matter shall be referred to the U18 Governor for further constitutional action.

The House stands adjourned until the next Government Formation session.”
