Chief Minister and Ministers Selection – Under18 World

Summary

In the adult political world, the selection of a Chief Minister and Ministers is usually an internal party process. Some parties use internal voting, some follow the decisions of founding or senior leaders, and others are guided by a high command.

The process in The Under18 World is inspired by the adult political world and modified to suit its objectives of learning opportunities, revenue generation, and leadership development.


Notable features of the U18 Chief Minister selection process:

  • A High Command is appointed to identify the most suitable Chief Minister.

  • A mandatory selection process is established that includes tests for popularity, entrepreneurial skills, communication, leadership, and alignment with The Under18 World.


Eligibility of Candidates:

  • Must be a democratically elected U18 MLA. Temporary or nominated MLAs are not eligible.

  • Must be able to dedicate at least 1 hour per day to the role and travel independently within the city when required.

  • Must submit a letter from the Principal or relevant authority approving:

    • Implementation of 3 out of 5 bills. (Each applicable bill will be discussed with the Principal or relevant authority before being passed in the U18 Assembly.)

    • Sending one newsletter every month on the 1st, containing school and U18 news designed by the U18 IAS team and U18 leaders.

  • Must submit a list of at least 3 U18 IAS Officers selected through the U18 UPSC process or temporarily nominated.


Steps


Step 1: Party Nomination

The Ruling Party President submits one or more Chief Minister candidates to theteam@theunder18.world and hello@theunder18.world and announces them to representatives of the Corporate Team and Service Commission based on the party's internal democratic process.

These nominees must also participate in and reach the top 5 in the Skill and Alignment Process to remain eligible.


Step 2: Skill and Alignment Process

A minimum of 10 party leaders may participate in the Skill and Alignment Process and have an equal opportunity to be considered for the position of Chief Minister.

Popularity (20 Marks) – 48 Hours

  • All candidates post a video of 30 seconds on the Under18 State page.

  • Only page follower comments count.

  • Scoring: 1 mark per comment.

  • The top scorer among the applicants receives 20 points, followed by 18, 16, and so on.

This task evaluates:

  • Ability to engage and rally community support.

  • Ability to present a compelling vision.


Skill (30 Marks Total) – 48 Hours

Entrepreneurship, Communication, and Leadership Combined Task

  • Form a team of 2 to 3 people (outside U18) and obtain registrations for any upcoming event.

  • Scoring: The highest registration count among the applicants receives 20 marks, followed by 18, 16, and so on.

  • A minimum of 3 registrations is required.

This task evaluates:

  • Ability to drive real-world results and generate revenue.

  • Ability to organize and motivate a team.


Step 3: Final Review – Attitude, Positivity, Alignment, and Execution

(30 Marks)

The Party President's nominee(s) and the top 3 performers from the Skill and Alignment Process are interviewed by the High Command (including a U18 Ex-Chief Minister, Ex-CXO, U18 Alumni, and Mentors) conducts interviews with the candidates and submits a report and recommendations to theteam@theunder18.world after the interviews..

Scoring:

  • Attitude & Positivity: 10 marks

  • Understanding of The Under18 World and Alignment with U18 Values: 20 marks


If the Chief Minister resigns or is removed through the Right to Recall process, a replacement may be selected from these nominees and top performers.


Note: The same process applies to opposition leaders, except that their campaign focuses on why they should lead the opposition.

Note2: The results of the Chief Minister and Leader of Opposition selection process may be used for the selection of Ministers, Leader of Opposition, Chief Whips, and other major leadership positions, with modifications approved by the relevant party leadership and Mentors.


People Involved

Chief Secretary / Interim Chief Secretary and Service Commission

The responsibilities of the Chief Secretary include:

  • Communicating with U18 MLAs, the social media team, and the Corporate Team.

  • Collecting videos from U18 MLAs as required.

  • Verifying and maintaining records of the points assigned for each post.


Corporate Team

The responsibilities of the Corporate Team include:

  • Setting content rules and managing official social media communication related to the process.

  • Maintaining U18 standards, values, revenue, and the brand image of the company during the process.


High Command

The High Command consists of a U18 Ex-Chief Minister, Ex-CXO, U18 Alumni, and Mentors.


Responsibilities include:

  • Conducting Google Meet video interviews of the Chief Minister candidates.

  • Evaluating:

    • Attitude and Positivity (10 marks)

    • Understanding of The Under18 World and Alignment with U18 Values (20 marks)

  • Recording the interview through Google Meet or an equivalent platform.

  • Submitting the interview recording, report, observations, and recommendations to theteam@theunder18.world.


The High Command shall make the recommendation for the position of Chief Minister.
